Most small and mid-sized US businesses should use 10DLC: registration through The Campaign Registry costs little and Twilio estimates campaign approval in under a week. Toll-free fits national brands and support lines at moderate volume. Short codes fit high-volume senders, but Twilio cites 6 to 10 weeks of carrier review and a $1,000-per-month lease.
Which SMS sender type should you choose in 2026?
For most small and mid-sized US businesses, 10DLC is the default: it uses a local-looking 10-digit number, registration costs little, and campaigns are typically approved in under a week. Toll-free suits national brands and support lines at moderate volume. Short codes suit high-volume senders who can wait weeks and pay a quarterly lease.
All three are regulated. Every business text still needs consent and working opt-out under the TCPA and carrier rules; the sender type changes the registration path, speed, and cost, not the consent requirements.
Side-by-side comparison
The figures below come from Twilio's published documentation and pricing, checked September 2026. Other providers set their own fees, and carrier pass-through fees apply per message on all three types.
| Factor | 10DLC (10-digit long code) | Toll-free (8XX) | Short code (5-6 digits) |
|---|---|---|---|
| Registration | Brand and campaign registered through a provider with The Campaign Registry | Toll-free verification submitted through your provider | Short code application reviewed by the provider, then each carrier |
| Typical timeline | Twilio estimates under one week for campaign approval | About 3 to 5 business days for verification (Twilio) | 6 to 10 weeks of carrier review, after 1 to 2 weeks of provider review (Twilio) |
| Throughput | Tiered by brand type and trust score; up to 225 messages per second per campaign | 3 messages per second standard; higher tiers available | Starts at 100 messages per second |
| Setup cost | Brand fee from about $4 to $46 one-time by brand type, plus $15 vetting per campaign | Verification required before sending | One-time setup fee plus lease |
| Recurring cost | $1.50 to $10 per campaign per month, by use case | Number rental and per-message fees | $1,000 per month (random) or $1,500 per month (vanity), billed quarterly |
| Best fit | Local businesses, lead follow-up, appointment and account messages | National brands, customer support, moderate-volume notifications | High-volume alerts, large promotions, two-factor codes at scale |
10DLC: the default for most businesses
10DLC is built for businesses texting from ordinary 10-digit numbers, and it is the lowest-cost registered path.
- Process. You register a brand (who is sending) and a campaign (what you send and how people opt in). Brands cannot register with TCR directly; a Campaign Service Provider does it for you (The Campaign Registry, 2026).
- Throughput tiers. Twilio lists Sole Proprietor brands at about 3,000 SMS segments per day across US carriers, Low-Volume Standard brands at about 6,000, and Standard brands from 2,000 per day to unlimited on T-Mobile depending on trust score (Twilio Docs, September 2026).
- Fees. Twilio's product page lists brand registration at $4 (Sole Proprietor and Low-Volume Standard) and $44 (Standard), while its help center lists $4.50 and $46 including secondary vetting; campaign vetting is $15 per campaign, and monthly campaign fees run $1.50 to $10 (Twilio, September 2026).
- Unregistered traffic. Sending on 10DLC without registering draws additional carrier fees (Twilio Docs, 2026) and is filtered.
Toll-free: fast verification, stricter paperwork in 2026
Toll-free numbers must be verified before they can send; Twilio has blocked messaging from unverified US toll-free numbers since January 31, 2024 (Twilio changelog).
- Business registration number. From February 17, 2026, Twilio requires a business registration number on new toll-free submissions for all business types except sole proprietors (Twilio Help Center, 2026).
- Privacy policy and terms URLs. From September 15, 2026, new toll-free submissions missing a privacy policy URL or terms URL are rejected (Twilio changelog, 2026). Those pages must cover message and data rates, frequency, HELP and STOP instructions, and non-sharing of opt-in data.
- Throughput. Standard verified toll-free runs at 3 messages per second; higher throughput is a separate arrangement (Twilio, 2026).
Short code: highest throughput, longest wait
Short codes offer the most throughput and the least carrier filtering, at the highest cost and slowest setup.
- Timeline. Twilio describes 1 to 2 weeks of its own review, then 6 to 10 weeks of carrier review on average, sometimes longer (Twilio Help Center, 2026).
- Cost. Twilio lists random short codes at $1,000 and vanity short codes at $1,500 per month, billed quarterly, plus a one-time setup fee (Twilio pricing, September 2026).
- Throughput. Starting at 100 messages per second (Twilio, 2026).
Verdict
Choose by volume, urgency, and budget, in that order.
- Sending thousands, not millions, of texts a month to local customers or leads: 10DLC.
- A national support line or brand that wants one recognizable number: toll-free.
- Sustained high volume, time-critical alerts, and budget for a quarterly lease: short code, planned months ahead.
You can start on 10DLC and add toll-free or a short code later as volume grows.
Where Full Percent helps
All three paths need a live website with a privacy policy, terms, and visible opt-in language. Full Percent covers that and the registration prep around it.
- 10DLC-compliant website: $350 one-time, delivered within 1 business day, with Privacy Policy, Terms, SMS consent pages, and consent language on forms.
- SMS and 10DLC compliance: brand and campaign registration prep, consent language, forbidden-word scanning, DBA handling, and carrier filtering diagnosis, quoted per project.
No provider can guarantee approval on any sender type; carriers and vetting partners decide.
Frequently asked questions
Is 10DLC or toll-free better for a small business?
For most small businesses texting local customers or leads, 10DLC is the better starting point: low registration fees, campaign approval Twilio estimates at under a week, and a local-looking number. Toll-free is better for a national support line or brand that wants one recognizable 8XX number.
How long does short code approval take in 2026?
Twilio describes 1 to 2 weeks of its own review followed by 6 to 10 weeks of carrier review on average, and sometimes longer. Plan a short code launch two to three months ahead, and keep a registered 10DLC or toll-free number running meanwhile.
What if my 10DLC campaign gets rejected? Should I switch to toll-free?
Not automatically. Toll-free verification checks many of the same things: business identity, a website with privacy policy and terms, and clear opt-in. Fix the rejection reason first. Full Percent's compliance service diagnoses rejections, and its $350 website covers the website requirements for both.
Do toll-free numbers need a privacy policy in 2026?
Yes. From September 15, 2026, Twilio rejects new toll-free verification submissions that lack a privacy policy URL and a terms URL, and those pages must cover rates, frequency, HELP and STOP instructions, and non-sharing of opt-in data.
Which SMS sender type has the highest throughput?
Short codes, starting at 100 messages per second on Twilio. 10DLC can reach up to 225 messages per second per campaign at the top tier, but lower brand tiers are capped far lower. Standard verified toll-free runs at 3 messages per second.
