What does the SMS and 10DLC compliance service cover?

In the US, businesses texting from ordinary 10-digit numbers register a brand and a campaign through a Campaign Service Provider, which enrolls them with The Campaign Registry (TCR). Brands cannot register with TCR directly (The Campaign Registry, 2026). Unregistered 10DLC traffic draws extra carrier fees on platforms like Twilio (Twilio Docs, 2026), and in practice it is filtered or blocked.

What regulators and carriers expect in 2026
The rules come from two places: federal law (the TCPA, enforced through FCC rules) and carrier policy (built on the CTIA Messaging Principles and enforced through registration and filtering).
- Opt-out by any reasonable means. The FCC codified that consumers can revoke consent through any reasonable means, including replying words such as "stop," "quit," "end," "revoke," "opt out," "cancel," or "unsubscribe," and that revocation must be honored within a reasonable time not exceeding 10 business days (FCC, rules effective April 11, 2025). The FCC has extended a waiver of one related provision, section 64.1200(a)(10), until January 31, 2027 (FCC, 2026).
- Clear consent disclosures. CTIA guidance calls for opt-in disclosures that identify the program, message frequency, rates, and HELP and STOP instructions (CTIA, May 2023).
- Registration fees are separate. Twilio lists a $15 campaign vetting fee per campaign and monthly campaign fees of $1.50 to $10 depending on use case (Twilio, September 2026). These are paid to your provider, not to Full Percent.
